فرهنگ مفهوم پیچیده ایست که تعاریف متعدد و متنوعی از آن داده شده است. برای مدتها “فرهنگ” به مجموعه ای از فعالیت های فکری و هنری محدود می شد. و سپس تعریف نسبتا جامع و تا حدی دقیق از فرهنگ ارائه شد اما، با وجود این تعریف صرفا به جنبه های معنوی مساله پرداخته شده بود.” فرهنگ ابتدایی” فرهنگ را “مجموعه پیچیده ای تعریف می کند که متضمن دانش، اعتقادات، هنرها، اخلاق، قوانین آداب و رسوم و کلیه توانایی ها و قابلیت ها و عادات مکتسبه است که انسان به عنوان عضوی از یک جامعه تحصیل می نماید.
فرهنگ ملی از پایه های استقلال ملی است و بر مردم ان جامعه است.که از فرهنگ خود همانند سرزمین خود، دفاع می کند. در طراحی برنامه های توسعه آنچه اهمیت دارد، توجه به هویت های ملی است. هیچ الگوی توسعه وارداتی را نمی توان به کار برد، مگر آنکه با ویژگی های محلی، منطقه ای و ملی هماهنگی داشته باشد، و اساسا نمی توان هیچ الگویی را تحمیل کرد.
